Worker housing:

Construction site in the city with worker family housing.  This is very common out in the mountains and is understandable to have temporary housing out there but not in a city.  My guess is the crew is either unskilled workers from the countryside or stilled workers which work for the builder and are from another city.  Crews usually work around the clock.
